In Bulandshahr, Ruhani, the young daughter of a prominent Indian diplomat Sahu, is abducted while playing hide-and-seek with Jhimli, the daughter of a domestic worker. When Jhimli tries to intervene, she is kidnapped as well. Meanwhile, in the Sundarbans, SSP Shivani Shivaji Roy successfully dismantles a major women and drug trafficking operation. Impressed by her track record, Sahu recommends Shivani to lead the high-profile missing child investigation and announces a ₹20 crore public ransom.
The kidnappers initially hand the girls over to Amma, a powerful leader of an organized beggar mafia network, but later separate Ruhani to extort ransom directly. Although Shivani oversees the exchange, the criminals escape using a pre-recorded video call to mislead the police. A gang member is arrested, exposing links to Amma’s syndicate. Shivani uncovers a chilling pattern: 93 girls aged eight to nine from impoverished families have gone missing in just three months, suggesting Ruhani was abducted after being mistaken for a poor child.
Following critical leads, the police trace two of Amma’s political enforcers to Treta Trust, a rehabilitation NGO run by Ramanujan, who publicly claims to fight beggar mafias. During a confrontation, the enforcers are killed in an encounter while attempting to assassinate Shivani. Soon after, Amma personally threatens Shivani by breaking into her home. A raid at Prince Lodge turns into a deadly shootout where kidnappers are eliminated, and Ramanujan is sent to rescue Ruhani—but instead murders her, revealing himself as a mole embedded within the police force and secretly working for Amma. Amma then threatens Shivani again, promising Jhimli’s eventual release.
Despite being officially removed from the case, Shivani continues the investigation unofficially. At a hospital, she finds a missing girl suffering from terminal cervical cancer, who reveals that several girls were nearly burned alive before dying. The girl passes away soon after. Shivani links a symbol drawn by the child to Treta Trust and uncovers Ramanujan’s past—he was once kidnapped and raised within Amma’s criminal network. Shivani arrests both Ramanujan and Amma, but due to lack of evidence, manipulation, and the death of a key witness in custody, Ramanujan is released, Shivani is dismissed from service, and the criminals flee to Colombo.
Refusing to surrender, Shivani forms an independent task group and, with Sahu’s international assistance, tracks the fugitives overseas. The truth emerges: the girls were abducted for illegal human trials involving modified HPV viruses to accelerate cervical cancer drug testing. Ruhani was killed to prevent identification, as she was deemed an unsuitable test subject.
In the aftermath, Shivani administers the same experimental virus to Ramanujan, leading to his slow death in custody. She is reinstated into the police force, honored with the President’s Medal, and appointed head of a special autonomous task force. Jhimli is reunited with her father, and Sahu finds emotional closure, bringing the harrowing chapter to an end.
